WIRDA's MDGs #1(c11): Contributing to Halving Poverty through Strengthened Human Rights and Good Governance among the CSO and local council leadership
Situational Analysis
Despite the existence of a vibrant democracy (free press, fair elections, and a multiparty regime), Gaps in Human Rights and Good governance and the rule of law constitute the weakest parts of local government democracy in Wakiso district. In addition to undermining the credibility of local government institutions, lack of transparency and accountability decreases the efficiency and effectiveness of public resources, discourages foreign investment, and perpetuates practices, such as petty corruption.
There is a civics education curriculum in place in middle schools, but it does not address issues related to transparency and good governance, such as corruption and ethics in government. WIRDA will address this challenge by euqiping the CSO and local governemnet leadership, with basic Human Rights and Ggood governance skills
By 2012/13, WIRDA will have

Strengthened capacity of 30 CSO and local coucil leaders at subcounty and village levels to uphold the Forum Principles of Good Leadership and Accountability in the 16 sub county of Wakiso districts

Strengthened leadership capacity of 30 CSO and youth leaders in good governance and human rights in the 16 sub county of Wakiso districts .

Strengthened CSO capacity of 30 CSO local leaders in the conduct, utilization and dissemination of research and data focused on marginalized groups in the 16 sub county of Wakiso districts .

Increased capacity of 30 Local council Courts to provide assistance for the prevention of and in response to child abuse, exploitation and gender-based violence in the 16 sub county of Wakiso districts

Increased community awareness on child abuse, exploitation and gender-based violence and available services in the 16 sub county of Wakiso districts

Strengthened service provider capacity of 30 CSO's and local council leaders to plan, manage, and implement equitable, inclusive and gender-responsive health,education, and agriculture services in alignment with national development strategies in the 16 sub county of Wakiso districts .

Increased capacity of 30 CSO and local council leaders to improve natural resources and environmental management in the 16 sub county of Wakiso districts

Increased capacity of 30 CSOs and local council leaders to develop self sustaining solid waste management, water sanitation and recycling systems with effective governance, including capacity to employ 3R (Reduce, Reuse, Recycle) activities in the 16 subcounty of Wakiso districts .

Series of meetings at start-up to ensure buy-in from all stakeholders in the local governemnt system, including community opinion leaders, health providers, teachers, administrators, and the line ministries , as well as input from appropriate local non-governmental organizations who are active in Human Rights and Good Governance issues
